It's something like "No connection to the internet available. Reconnect or work offline?" Or something along those lines. I don't get it all that much, and I suspect it happens when my dial-up connection has pooped down to zero at the same time I'm trying to open a window using IE7. I tend to use Firefox as much as IE, and it doesn't happen enough to make me make the time to try to figure out how to make it stop short of uninstalling IE7. Also, I like the tabs feature on version 7 more than I dislike that message.
Heck, I'm just really proud I finally learned how to make the stupid "Spybot has prevented blah blah blah" windows from popping up and locking up IE til I click on it.
