I just realized the link I provided above is a 1998 pamphlet.
After more searching, I discovered that the current prime minister has vowed to raise the age of consent to at least 16. Some legislators are asking for 18.

and from another source, "Opposition has argued that if the age of consent is raised, the close in age exception for these older children must be broadened, perhaps to include within the exception consensual sexual activity between children who are three or even four years apart."
The proposed bill, as it stands, would make it illegal for a 17 year old to have consensual sex with even a 16 year old! That's why there's so much debate concerning the "close in age exception", and to have it included and broadened in the new law.
This bill may likely pass in some form. Not being Canadian I don't know how long it takes to typically pass legislation. It seems like there's quite a debate. Lot's of good reasons from both sides. Your situation could be affected by the outcome.
