I mean, they are not processing things lawfully. The law is clear on what it says and they refuse to follow it. Nothing is processed: Except by 'special exemption' that is done on the basis of the arbitrary whims of politicians or administrators or managers or the like.
So we have these f*ck*ng tyrants just doing whatever they want whenever they want because they want for as long as they are getting away it it.
And those whose job it is to uphold the law refuse to uphold the law. LIkely they were selected into those jobs only precisely because they lack the capacity or willingness to do their jobs.
So...

Well... You start by closing the borders down. 'Do Not Travel'. You say.
I suppose there was a lag time... Early on. People were told to get home. If you wanted to get home to NZL then get home now. They were very clear about that. People had plenty of time.
And now we are in the stages of people wanting to come back for various other reasons. Most often 'temporary' reasons (visiting dying relatives or whatever) and... Well... Mostly they aren't being processed anymore.
A few people are just doing whatever they want whenever they want... With the comings and goings. Or that's what the marketing campaigns would have us believe. The fake news. The government media reports. That's what those are saying.
But no... NZL is being increasingly cut off...
Because it refuses to do any of the most basic of things to help itself. Not to expoit others. Help itself at everyone else's expense... It's pretty terrific at that. At all and only that... But it refuses to come to the party on international committments or obligations.
Pretends to be too stupid to understand.
Refuses to allow people an education and attempts to force them to dirty jobs that are polluting. Etc. Just the very very worst of the micro-mis-management. All the government subsidies and hand-outs for all and only the immoral and corrupt and so on... All the government subsidies and hand-outs to force the people to the path of extinction. All the work...
