It's because someone in the department went to managerial school perhaps?
It's a bit like with some politicians. They are there to give us the appearance of managing things.
We have roads that have no been fixed for years, but there is very good signage telling us that something is being done.
Maybe it's due to liability law?
I heard about this Roman aquaduct in France somewhere without any signage. It was quite high, and the authorities perhaps assumed that the population could be treated as if they were adults and not be warned to keep off it.
We have a waterfall here where there is a sign which says 'Thoughtless people may throw objects from the top of the falls'.
I was watching a lovely film called "Up the Yangtzee" by a Chinese American going back to the three gorge area on cruise boats, and the life of young Chinese of various backgrounds working on this boat. The girl comes from a really poor background and getting a job on the boat is a great honour for the parents. When they meet the officer in control and see the boat, the first thing the mother says to the officer is
'Thank you for tolerating my daughter's ignorance and disobedience'.
