If you think one of the reasons why people are uncivil is because they intend to provoke, I don't think that is a civil thing to say. What if you said, "I think you are being uncivil to hurt others". Would that be civil? That's basically what you are saying though, isn't it? I don't know anymore Bob, is it civil? What if you said, "I think you are provoking people into anger on purpose". Would that be civil?
