Dr. Bob (or someone who he's given the information to) has to grant access to those functions via a certain link and password. Even if he changed his habit and gave that to anyone, how would we find out who that is without talking to him?
Not to mention I can't imagine anyone willing to invest their energy into such a futile, thankless, ***completely unsupported*** "job."
