p11 is actually a gene. It directs the activity of the neurotransmitter reuptake molecule so that it is incorporated into the cell membrane in such a way so as to make it available for synaptic neurotransmitter to bind to and be transported back into the neuron. In the absence of p11, the transporter is ineffectual.
