Its probably WD, withdrawal dyskinesia, which will almost certainly disappear after 3 days at 25mg. The restlessness is a result of stopping the seroquel short, its your anxiety returning, most probable

I have a fairly good idea what a mild form of dystonia is (I'm pretty sure I have one) and unless you're experiencing rigidity and tightness constantly, it is unlikely -- I didn't say cosmically, to happen.
