they stop paying teachers.
so the people who will do that job are more likely to have special motivation. because it's hard to see or understand why anybody would sign up for teaching for the *right reasons* when the government is refusing to pay them.
but of course teaching is a very desirable occupation for pedophiles.

and all the ethics screening and personality testing and the like is all about trying to identify people like that -- for their selection. 'definite yes!' 'will fit right on in!!' or maybe a little 'no at this time but apply again later' until they forge a document or lie... at which point 'definate yes!! most wanted!!! most desirable!! leading the development of education in new zealand!!'
for all the occupations there are...
want to be a medical doctor? well, then, we really want to see some special moral depravity from you. evidence you will do ANYTHING. evidence you have special motivation.
and so on.
all to protect the people at the top. because of the very special very clever peole that they are. of course.
that's the only thing that makes sense...

anybody want to weigh in while this idea is still in it's formative stage?
is there are more mature undrestanding of the issue, here???
