That's so outrageous I just spent the past hour or so seeing whether I could find anything online concerning who is liable for the costs in such a case. Don't pay them. Complain to everyone in sight. Complain to the hospital, ambulance service, police, and the agency running the hotline.
If you don't get anywhere consider looking for a lawyer who will work on a contingency basis. If nothing else you can probably find out whether you have a case legally. And your putative creditors might decide it's not worth the hassle of going to court if you press them.
