I'm from New England, but have lived in the Carolinas, Florida, So Cal., South Dakota and now Illinois (if I remembered them all....thanks to the USAF) and been around people from all over the world....and I've heard both...

....fake tears, usually referring to a child trying to gain sympathy....Stuff like this is fascinating.
