Hi GeneLady,
She definitely sounds incompetent. If I were you I'd print out the insurance coverage and give her and your psych a copy of it. Absolutely call/email your psych about the appointment issues. Even if she is a relative and he's stuck with her, she should be his problem, not yours.
I'll stop before I get into my why do incompetent people get jobs and competent ones just don't luck out rant.
