It may have been a private moment between him and someone he loves (the ashes that you spoke of).

We always seem to analyze situations or people's behaviors through our own life experiences. You may have interpreted this situation differently than from someone who hasn't ever had suicidal thoughts or mental health issues. We tend to see things from the perspective of our own lives.

Then again, other than for the ashes that you mentioned, his actions seem very familiar to me. If you have concerns, you can always call the police and they will check it out for you.
