I don't think it's allowed anywhere in Europe.
About Germany, I believe it's the largest (or at least one of the the largest) markets for prescription drugs in Europe. Pharmaceutical prices in Germany also tend to be higher than elsewhere in Europe. German pharmacies use a lot of imports from elsewhere is Europe where the same medicines are sold for lower prices.
