What constitutes "directing" the subject line or body of a post to someone? Is this definition the same whether being applied to the person who instituted the DNP (i.e., to revocation of it) and also to the person who has been requested not to post to someone?

I am not clear on this at all. I assumed that I understood (and had assumed you had to put the person's name in the post and/or subject line to direct a post to someone) but Larry Hoover's block made me realize this is not that clear-cut, and it should be.
