The dopamine blocking property is so weak that buspirone has been tested as an antipsychotic in doses of up to 1500mg a day. The risk of getting TD from Buspar is theoretical: as far as I know, there hasn't been one actual case report yet.
Furthermore, buspirone is also a partial 5HT1A-AGONIST, which is its main mode of action. Stimulating the serotonin 5HT1A receptor is therefore the drugs distinguishing mode of action.
It may not be a very effective drug, but to associate buspirone with brain damage.. has more to do with a vivid imagination than with the facts.
Current meds: sertraline 200mg; amitriptyline 50mg; melatonin 0.3mg. PRN: diazepam (Valium) 2.5-10mg.
