In cases of withdrawal, being treated in a hospital until the job is done, would eliminate the dangers of street accidents or lone self-help situtations. As things stand a patient in withdrawal, or a risky med switch may get as much as a visit a month at most. I think that mental health care has become casual and given the public impression of safety under the new "superiour and safer medications", so that hospital care is no longer needed.

Money is probably at the bottom of it or lack of it, and fortified by the idea that freedom is what the system is really giving to the patient on drugs. He can do as he likes is equivalent to he needs less expensive hospital care to make sure that what he is doing is safe.
