they do stimulate neurite outgrowth.

sigma-1 agonists can compensenate for deficiencies in spatial navigation tasks induced in rats exposed to prenatal cocaine.

apparently they also are promising interventions for other prenatal insults, such as exposure to alcohol or nicotine.
