At high doses, any magnesium salt will clean you out. This is purely an effect of concentration in the gut, not specifically because it's magnesium citrate.

Individuals vary in their tolerance to magnesium salts. Ron seems to do fine at 800 mg magnesium a day. Others would not get far from the toilet at that dose.

Start at low doses, and work up until your bowels loosen. Back down about 1/4 on the dose, and that's your crude tolerance level. You may find your body adapts to the magnesium intake, such that you can try higher doses later, without getting the runs.
