I'm as cynical as the next guy, but I don't believe that "pressure" is an effective tactic for getting FDA approval. Instead, what is needed is being diligent, persistent (in a respectful way), and suppying the FDA with every supporting detail that it requests - in short, kissing the FDA's ass. I suspect that "pressure" is only effective if you're trying to get the FDA to reject a competitor's drug.
