i suppose like how the kids of central providence USA rhode island don't have access to khan academy because they don't have the internet.
places refuse to identity and promote the talent from within. sometimes whey will appreciate and promote skilled migrants. but most often not. most often they will only expoit them.
but i also think it is true that they refuse to promote people from within preferring to have strangers enter their community unknown to them with those very same promotions.
i mean... why not profit from trained people who have been trained overseas.... while... keeping your own people as slaves. branded. so nobody else will want them. branded as morally depraived. etc. because they bribed their way in (or out or both) etc.
