If there hasn't been any thawing and freezing lately, then you should be okay. We have signs up all around here saying DO NOT WALK ON PONDS (or well what they call "lakes" but they're man made and SMALL), and that's because we've had a lot of freezing and thawing. Like today it got up to +10-+15, and tomorrow our high is suppose to be of -10.
But -24 really isn't that cold if there's no wind. Just dress in lots of layers, and no jeans, and that kind of stuff!!
