I don't know of anyone is still following this thread but, for the record, I wanted to make a correction.
In my previous post I wrote that the governor of Louisiana had declared a state of emergency on August 28th but according to the timeline I've just read on CNN on-line, that happened earlier, on August 26th:
"• 4 p.m.: The National Hurricane Center warns that Katrina is expected to reach dangerous Category 4 intensity before making landfall in Mississippi or Louisiana. Hours later, in anticipation of a possible landfall, Mississippi Gov. Haley Barbour and Louisiana Gov. Kathleen Blanco declare states of emergency."
The time-line further shows that Bush declared a state of emergency on Aug. 27th. The storm hits Louisiana on the 29th.
Therefore, contrary to what I had read earlier, the timing of the declaration of a state of emergency by Bush cannot account for the hold up in the federal government's response to Katrina.
