I don't shave them in the summer either. I don't have much hair and it is light, and I honestly don't care. My legs are always smooth because I *don't* shave.
I shave my armpits once a year, when I'm about to go on vacation and wear a bathing suit (though I always wear a Tshirt over my bathing suit to keep me from sunburning, so I'm not sure what that's all about...). I don't wear sleeveless shirts or dresses (mostly because I don't shave) - seems like a small price to pay.
I know I'm not mainstream, but it works for me.
