Tina,
I can relate to your frustration. Not being able to make decisions is the pits!
Am I correct to assume that you are not in the US? In the US there are counseling centers that work on a sliding scale - what they charge is based on what you have.
Sometimes ministers, priests, or rabbis can help. They tend to have some counseling training.
Do you have a favorite aunt or uncle? Or a friend who is very understanding who might be willing to commit to a limited amount of talking about your issues?
