To me, garden variety flirting is what most of us do all the time. It's smiling, laughing, etc, and usually giving the other person your undivided attention.
It's the type thing you can do with a person you don't know really well. It does have *some* sexual undertones, but you don't really expect it to go any where and you aren't emotionally invested.
Relating in a 'sexualized manner' I would think is a couple of steps beyond that, in that the person is wanting to (or at least acting like they are wanting to) take it further.
My opinion.
