I know Canada has offered to help and I heard a rumor that their aid was turned down. I heard the same about aid from France and Germany, though I'm less certain what/whether they offered. A few days ago Hugo Chavez offered to send help as well, and you can bet that was turned down as political grandstanding by his foes in Washington.
It is certainly true that there are a lot of Guardsmen in Iraq wishing they and their equipment were back home helping - the job most of them thought they were signing up for - rather than sitting in a country full of people who mostly want them to leave.
