Difficulty interpreting tincture lable

I have a holy basil tincture which says:

Contains certified organic grain alcohol (71-77%), distilled water & Holy Basil extractives.

Does this mean that the extract is 71-77% alcohol, or does it mean that the alcohol used in the extract was 71-77% ?
