I've formed an opinion, after reading various considerations with regard to clotting parameters and fish oil intake, that fish oil normalizes clotting, but does not create an unhealthy low level of clotting capacity, no matter how high the fish oil intake becomes.
It is my belief that what is taken to be "normal" with respect to clotting in Western societies is anything but. The prevalence of fatal disorders of clotting, e.g. heart attack, occlusive stroke, embolism, argue strongly for that interpretation. Numerous people are on "blood thinners", but when have you ever heard of someone needing a "blood thickener"? The mean level of blood clotting is, if anything, shifted way towards hypercoaguability.
There is no evidence that excess fish oil will lead to uncontrolled bleeding. None. Yet that is what "they" would have you believe, whoever the anonymous "they" are. There are some measurable decreases in certain clotting parameters, but there is no evidence that is a bad thing. Maybe people should be on fish oil, not warfarin?
I don't have a good reference to link you with, but that is my opinion.
