Hi.
Just in case it seems too odd an idea, I think Linkadge is drawing on the precedents set by the clinical trials of rTMS used for depression, a procedure that uses a powerful electromagnetic coil placed on the skull and used in a manner similar to ECT. It induces a current in the brain tissue.
