And the intent of the substance board is not to educate people on how to go about it. It is to help people manage substance abuse problems that would otherwise make life unmanageable, alone or in combination with mental health and treatment concerns.

I don't see a difference. Taking a drug you are not prescribed, or in a dose you are not prescribed, is both abuse and de facto evidence of intentional (or negligent) self-harm.
