Probably because it's difficult to hit the sweet spot with DAT occupancy. Too little and you won't notice it. Too much and it will produce (God forbid! :)) euphoria and be abusable.
Actually there are substances with similar mechanisms but are stronger; methylphenidate and amphetamines and derivatives.
