Yes, I agree.I think this system fell into place because it seemed to be a better alternative to warehousing the mentally ill in institutions, and the drugs are unfortunately practically the only tools we have no matter how bad they might be.
Turns out giving people pills and letting them fend for themselves is massively cheaper than the more fastidious care of earlier decades as well.
It sucks, but there really are so few answers.
