Yes, a full dose of Seroquel is 800 and is sometimes prescribed higher than that. I'm not sure that 100mg is all that psychoactive, but that's for your doctors to determine I suppose.
As for the magnesium, I don't think there's any large scale studies that say much, but there are people who swear by it for calming. Can't say there's much side effects at a rational dose of it and the human body does need some -- larger dosages could cause diarrhea I think, but I'm not sure.
