Just the fact that something affects serotonin doesn't mean it will induce mania. Lithium affects serotonin levels for instance.

Anyhow, buspar affects serotonin much differently than does the SSRI's. It lowers serotonin neurotransmission in some brain regions.

I think buspar can make some people irritable, but I would think it is less likely to cause manic reactions than the SSRI's.
