I don't think that Xanax is as difficult
to withdraw from as other benzos. In Canada
at least, the policy now is to prescribe
it on an as-needed basis, usually for panic
attacks, or family crises, and only for a max of about 3 months at no more than 30 0.50 tablets per month. Then, if another prescription is requested, the patient's situation reassessed.

Most other benzos are far harder to withdraw from once addicted.
