It could also be selective attention.

You might have coincidentally looked at the clock at 1:11 and 2:22 or 4:44, a few times, and then begun to worry that it meant something.

Once you focus on something, you can start to notice it more whenever it re-occurs, especially if you're concerned about it.

I look at the clock a lot, but don't notice the seconds. If I did, I could notice patterns, which then might seem more than random. But probably that would involve discounting the times that didn't fit the pattern.
