It's probably caused by vasoconstriction - Dexedrine and similar stimulants can cause the muscles present in blood vessels to contract, narrowing the blood vessels. Reduced blood supply to the extremities can cause a bluish colour. Blue lips sounds more serious.
Have you had your blood pressure measured on Dexedrine? I wouldn't be at all surprised if it was significantly elevated. I think you need to contact your doctor ASAP. I would not recommend taking any more Dexedrine.

This is a common side effect of stimulants.
