I found it.

http://www.psycom.net/depression.central.ect.html

It is very positive with regard to this treatment.
Although, I have seen another paper co-authored
by Cohen and Healy (in Quebec) recommending
vegas nerve stimulation as a substitute.

The part on Consent gives me the impression that
the road is clear for possible harm in
certain situations. For example, homeless
men or distraught relatives who go along
with an encouraging doctor. In the case
of a patient's incapacity, the relatives
can be consulted. The green light is in
accordance to the guidelines as specified
by the legal codes of the area (and I am
not sure what that means).
