any fda ombudsman or consumer contacts?

Does anyone know of any ombudsman or consumer advocate type contacts at FDA on problems getting supplies of medication that FDA has been slow to re-approve (new batches) but that has not been discontinued? Are there any rules on this? Any help would be appreciated.
