Why is Remeron more sedating at lower doses?

Hi,

I don't have any reports yet on my friend
as the increase will take place over the weekend;
however, i am truly curious, does anyone know
(and it's assumed to be true) why this drug
should be more sedating at lower doses and less
so at higher?

Anyone with pharmacology background?
