Most anti-depressants make very poor recreational drugs.
I'd just tell him that if he takes 150-300 mg, and has never taken effexor before, he's likely to experience a number of unpleasant effects - nausea, anxiety and nervousness, headaches, dizziness, dry mouth, sexual problems, sweating, diarreah or constipation, etc. and little if any pleasant effects - possibly some stimulation of the caffeine type, but drowsiness is a possibility also. If he still insists, let him learn the hard way.
