It's considered by many to be the way to shout online, but it's also understandable that posters might want to "grab" some attention. As Bekka said:

I myself do find text all in caps harder to read. What do you think?

I MYSELF DO FIND TEXT ALL IN CAPS HARDER TO READ. WHAT DO YOU THINK?

Also, see, for example:

So IMO, it's a tradeoff. Some people may be more likely to click on it because it does stand out more, but others may be more likely to skip it because they find it less readable (or consider it rude).

Posters should be aware of the above, but are in the end free to do it either way. I'd like the focus here to be on support and education rather than on rules. Thanks, and further discussion of this should go to Psycho-Babble Administration.
