Schedule II meds and hospitals. . . QUESTION

Would a psychiatrist at a county hospital be more or less reluctant to prescribe Adderrall/Ritalin than a private practice or just a regular hospital. How about the gender of the psychiatrist?

Reason why I am asking is that I am sure that my condition requires me to have these meds after doing hours and hours of research. I want to increase my chances of getting the treatment I am seeking.
