That's a derisive way of putting it. I'm willing to take his word that he's found relief from drugs that aren't available in the US. The FDA makes it very difficult to get new drugs approved (probably influenced in part by pressure from some drug companies which don't want competition), and there's just about no incentive to try to get a drug approved after its patent has expired.
