state hospitals v.s regular psychatic hospials

i've thought about this, what is the diffrence between a state psychatric hosptial and a private one....i stayed in a private, it was hosptial calle JPS around fort worth in texas, and the bill for it was MASSIVE. are state hosptials ran by the state?

does anyone know what diffrence is?
