I found thorazine to be very good in low doses to help my anxiety. I have also used Seroquel. But I preferred the Thorazine because it didn't make me as tired. I started off at 25 mg a day and eventually went up to 75 mg. It really helped me.

Seroquel is less sedating at higher dosages. I used to take 300 mg and had no problems.
Seriously, I would try the Thorazine/Largactil. Yes, it's an old anti-psychotic but it works. It was actually developed in France during the war. They used to give it to soldiers prior to surgery to relax them.

If SSRIs and SNRIs are making your anxiety worse, I'm going to wonder if you might have a Bipolar disposition. Bipolar II mania can present as a lot of anxiety. Why not try a mood stabilizer like Trileptal or Lamictal? Even if its just GAD, mood stabilizers can help a lot with anxiety. Here's some other things you can try:
Lyrica
Gabapentin
Gabitril
Hydroxizine
Keppra
