it seems like brain scanning technology is entirely unused and neuropsychologists or neurologists are extremely hard to come by... is there any basis to believe that this could be causing depression/add and other crap for some people?

That is one hallmark of ADD and depression is prefrontal hypofunction.
Surprisinly SSRI's are notorious for worsening frontal cortex function. They tend to lower dopamine output in the frontal cortex.
SSRI's almost give me ADD.

Fish oil and Vitamin D are great for the frontal lobes.
