A friend in Texas forwarded this information to me and suggested that I pass it along to anyone interested. It seems relevant to this discussion of medication related issues.

Psychiatric Drugs in the Schools:

A Special Hearing of the Texas State Board of
Education

November 1, 2000

The Texas State Board of Education is holding a special hearing on the issue of psychiatric drugs in Texas schools. It has been reported that an estimated 1,000,000 school-age children in Texas, approximately 15% of the state's school children, are taking psychiatric drugs today. Board members are concerned about the effects of these drugs on Texas children, and on the educational environment. The Board has decided that it is their responsibility as overseers of our state's public educational system to make a serious inquiry into this matter, and to express an opinion on the role and influence of psychiatric drugs in the schools. In so doing, the Texas State Board of Education is joining many other significant, authoritative educational and governmental entities who are examining the greatly expanded practice of using psychiatric drugs with children in the United States.

There will be a number of important witnesses giving
testimony to the Board. These include:

William Carey, MD Professor of Pediatrics at
University of Pennsylvania School Of Medicine;
Clinical Director of Behavioral Pediatrics at
Children's Hospital of Philadelphia. Dr. Carey is a
prolific researcher and writer on temperamental
variations in children. He was an expert witness at
the 1998 NIH Consensus Conference on ADHD.

Fred Baughman, MD One of our country's eminent
neurologists, Dr. Baughman has testified at the NIH
Consensus Conference on ADHD, and to the U. S.
Congress, state legislatures, state school boards,
and in many courtrooms across the country on the
subject of this hearing..

John Breeding, PhD Psychologist in private practice,
Director of Texans For Safe Education.

Gretchen Feussner Pharmacologist, Drug Enforcement
Administration(DEA), author of 1998 DEA report
entitled, "Diversion, Trafficking, and Abuse of
Methylphenidate."

Milton Cardwell, MD Department of Pediatrics, Scott
and White Hospital, Temple, Texas.

Jeff Black, MD Pediatrician, Luke Waites Child
Development Center, Dallas, Texas.

Glen Pearson, MD Child psychiatrist in private
practice, Dallas, Texas.

I've heard John speak, and read several articles about his views, and he seems to be completely against kids on meds.

Ritalin or anything else.

I agree that kids shouldn't take meds willy-nilly but John's position has always seemed extreme to me. I do believe (but can't swear) he talks about natural alternatives.

That is apparent from his web site and his other publications, or at least it is apparent that he is against the meds kids are told to take. You probably didn't meant to imply he is against kids. He seems rather a staunch advocate for kids.

There is a lot of territory between a million Texas kids on meds and no meds ever. Do you know anything about these other listed witnesses?

Of course I do not mean John is against kids. He appears to be against giving kids medication, period. Or that is the impression I've gotten over time. The American Statesman (Austin paper) has done several articles about his views over the years, he's been on public radio, he has been on public access cable TV shows, and written many editorial responses to the papers.

The only problem I have with his approach is that it seems too absolute to be a helpful approach. Especially for the kids that would benefit greatly by receiving meds. Unfortunately, if he is able to convince the schools/legislature/whoever you get a whole bureaucracy involved, and then the rules propagate like who gets it, who doesn't, and many fall through the cracks. I know bureaucracies love to cut red tape--as long as they can do it lengthwise.

Cardwell is I believe a psychoparmacologist. I don't know the others.

I think John's cause in misguided. I'm in my mid 30's
and the single most significant thing that happened to me
as a child in the treatment of ADD and LD was taking Ritilan.
None of the extra tutors, therapy, and other things had as great
an effect as Ritilan. I hope other kids, where indicated, can get
the medication they need to function. I never felt drugged as a child,
I felt normal. For once I was not the slow one in class and could function
at and not way below my high intellegence.

Many people share the experience of feeling that their lives have been enriched by drugs, including prescribed sympathmemetics and the sympathamemetics obtained illegally.

It is unlikely the several MDs scheduled to appear will testify of their subjective personal experience with drugs. I wonder if the Texas Board of Education will entertain anecdotal testimony or if they will restrict the hearing to scientific evidence and clinical experience.
