Looking in Wikipedia:

it has a ki for the serotonin transporter similar to SSRIs. However, it also has relatively strong effects on other serotonin receptors i.e. 5-ht1a.

So, perhaps the alternative mechanisms allow one to take the drug at a dose where serotonin reuptake inhibition is less prominent than with SSRIs.

I would have to look for a study which investigates the degree of serotonin transporter binding, at therapeutic doses of the drug.

Yeah, it's actually got a couple of mechanisms which make it interesting.

It is a 5-ht1a agonist and 5-ht1b agonist.
Both of these have antidepressant effects. 5-ht1b agonists probably have even more antidepressant and anti-OCD effects than 5-ht1a agonists (5-ht1a agonists being more effective for anxiety).

It is a 5-ht1d antagonist, which might offset some of the negative hormonal effects of the SSRI effect (i.e. grown hormone blunting).

It is a 5-ht3 antagonist, which might contribute to anti-anxiety effects, and offset SSRI nausea.

And, as SLS mentions, it is a 5-ht7 antagonist - which can have faster acting antidepressant effects (especially in changing depression associated sleep changes).
